[strongSwan] Error while building Strongswan Code downloaded from Git

Make sure there are no errors when executing the commands given on that
page.  Especially, those in the section "The strongswan directory",
which should create the file that seems to be missing in your case.
Errors could occur e.g. if your host lacks any of the required tools
like bison, flex or gperf (or even parts of the Autotools).  HACKING has
a list of requirements for building from the Git repository.
