Issue was a corrupt VPN definition with iOS, after deleting/re-adding, that
problem has gone away, new issue I am digging into now:

Dec 28 10:42:52 atom charon: 10[ENC] invalid HASH_V1 payload length,
decryption failed?
Dec 28 10:42:52 atom charon: 10[ENC] could not decrypt payloads
Dec 28 10:42:52 atom charon: 10[IKE] message parsing failed
Dec 28 10:42:52 atom charon: 10[IKE] ignore malformed INFORMATIONAL request
Dec 28 10:42:52 atom charon: 10[IKE] INFORMATIONAL_V1 request with message
ID 3701880481 processing failed
