[strongSwan] Connection shows in "ipsec statusall" but not "ipsec status"

I'm having various issues with implementing StrongSWAN in a simple X.509
authenticated transport environment between two hosts.  Among the oddities
I noticed is on one host(B) the connection doesn't show in "ipsec status",
only in "ipsec statusall".  Although B will try and initiate a session with
A, A can not do the same as B appear to respond on 500/4500 even though it
IS listening in netstat.

Any advice?  Or ideas why this might be happening?  In statusall it looks
to know what the connection should look like.
