[strongSwan] Android 4.2 always on VPN

The 4.2 SDK is out and it turns out that the "always-on VPN" feature is
exclusive to the native Android VPN solution.  It can be enabled via an
option in the native VPN settings but one can only enforce it for a
single native VPN connection, not for e.g. any VPN connection whether
native or from an app that uses the VpnService API.  Actually, if the
feature is activated the strongSwan app currently crashes when trying to
start a VPN profile as the VpnService API generates a (currently
unhandled) exception.
