[strongSwan] Strongswan client support with other OpenSource IPSec servers

Hello Deepika,

as far as I know, the Racoon2 and OpenIKEv2 projects have been dead
for years and as far as I remember they didn't support neither
IKEv2 EAP-SIM nor EAP-RADIUS. So there is not much to interoperate
with.
