[strongSwan] Does StrongSwan create tunnel devices, or only bind to an existing one?

I have the following setup:

[ subnet 1 ] --- [ gateway1 ] === [ gateway 2] --- [ subnet 2 ]

with subnet 1 being 10.1.0.0/24 and subnet 2 being 10.2.0.0/24.


Assuming I have no inside-facing interfaces on gateway 1 or 2 on the 10.1.0.0 or 10.2.0.0 network, respectively.  Will bringing up StrongSwan create tunnel devices for my subnet devices to use as gateway?


I am not seeing any on my gateways, but want to make sure that's the expected behavior.
