[strongSwan] First connection status

Hi,

I have a net2net connection.  On the very first time one host starts up, and
tries a connection, the host that starts up seems to show incorrect
status info.  Output from "ipsec status" shows only the "ESTABLISHED"
line, but no "INSTALLED,  TUNNEL, ESP" or the "<net> ==== <net>"
line.  "ipsec status" on the other host has all 3 lines.  Is this a known
issue?  Is this fixable?
