Hi,

Your DHCP server at 10.10.10.20 does not respond to our DHCP requests.
Maybe you'll find an error in your DHCP servers log.

Have you tried to let the server address undefined to send DHCP requests
to the broadcast address? Are you using the latest strongSwan release?
