[strongSwan] understanding NetworkManager interaction

Hi,

I understand the NM plugin allows a user to configure their VPN settings
through the GUI

In a use case I've been evaluating:

- the network (wired or wifi) is set up by NM

- but the VPN details are to be pre-configured in /etc/ipsec.conf

charon seems to notice when eth0 goes up or down under the control of
NetworkManager - and it sends entries to daemon.log when it notices
these events.

However, if eth0 is down when charon is started, then it fails to load
the conn details, and so the VPN tunnel is never brought up

Does charon need to be enhanced to cope with interfaces going up and
down under the control of NetworkManager?
