[strongSwan] Wireshark: cannot see outgoing IPsec packets

I have setup a strongSwan tunnel using a virtual ip address assigned by the
hub.
The virtual ip address is assigned to the %defaultroute interface on the
roadwarrior.

Using wireshark and trying to sniff the cleartext packet, I can only see
incoming packets.

Is it possible for wireshark to do this?
