According to your log file the Windows 7 client does not send
a N(IPCOMP_SUPP) notify message:

alfa charon: 16[ENC] parsed IKE_AUTH request 1 [ IDi CERT CERTREQ AUTH
N(MOBIKE_SUP) CP(ADDR DNS NBNS SRV ADDR6 DNS6 SRV6) SA TSi TSr ]

as in my compression example

moon charon: 14[ENC] generating IKE_AUTH response 1 [ IDr CERT AUTH
N(IPCOMP_SUPP) SA TSi TSr N(AUTH_LFT) N(MOBIKE_SUP) N(ADD_4_ADDR)
N(ADD_6_ADDR) N(ADD_6_ADDR) ]

Therefore no IPCOMP is negotiated.

Regards

Andreas
