[strongSwan] how to reload strongswan.conf runtime

No, there is no way to reload strongswan.conf without a restart.

If you need to update WINS/DNS servers during runtime, you should
consider using the more powerful attr-sql plugin that reads these
attributes from a relational database.
After installing strongSwan configured with --enable-attr-sql,
"ipsec pool --help" shows you how to configure and update the database.

There is currently no way to update RADIUS servers without a restart.
