[strongSwan] IKE-CRACK support

Hello,

no strongSwan does not support IKE CRACK. The Internet Draft dated
from 1999 seems quite old to me:

http://tools.ietf.org/html/draft-harkins-ipsec-ike-crack-00

We support a lot of IKEv2 EAP methods, though.
