[strongSwan] Default drop policy

Hi Martin,

I tired giving a priority with some max value ( some 2pow32 value).

The policy is still added at the same order & it looks like its the first
policy looked up too, because all packets were getting dropped in egress
direction eventhough there was a matching policy.
