[strongSwan] allow some traffic when ipsec tunnel is up and block the same once it is down

Hi,

I am using strongswan 4.5.1 with ikev1(pluto daemon). I have to allow some
traffic (like ssh, tftp) when ipsec tunnel is up and block the same once it
is down.How that can be done in strongswan?
