[strongSwan] IKEv1-Flow

Hi,

the IKEv1 pluto daemon needs all the files in the pluto folder plus
the libstrongswan and libhydra libraries. The various plugins in the
the libstrongswan and libhydra directories can be selectively enabled
or disabled but some of them are mandatory.
