[strongSwan-dev] a notify payload of INTERNAL_ADDRESS_FAILURE from gateway is generating a LOCAL_AUTH_FAILED alert instead of ALERT_VIP_FAILURE

When the IKE gateway sends a NOTIFY payload with INTERNAL_ADDRESS_FAILURE
in the IKE_AUTH phase, I am observing an alert code 2 i.e
ALERT_LOCAL_AUTH_FAILED instead of alert code ALERT_VIP_FAILURE.
