[strongSwan-dev] imv_attestation crash

Hi Avesh,

strongswan-5.2.0dr4 didn't have Martin's fix applied yet, so a
NULL pointer was returned for the enumerator

In the meantime I removed the check for policy_started in
the create_workitem_enumerator() method since this is check
is now done by the IMV agents.
