[strongSwan-dev] scripted tunnel creation

I'd like to use strongswan in the creation of a Cisco compatible DMVPN
using opennhrp.  Currently opennhrp uses racoonctl to script the creation
of tunnels.

Is there a graceful way to shell script the creation of tunnels with
strongswan?  It looks like not so many options are supported with the
stroke command.
