Thanks for the patch.  Seems reasonable to me and some tests confirmed
the kernel's behavior.  Therefore, I committed a slightly modified
version to our repository [1].

I'm not sure why the comment referred to "down" interfaces in the
RMT_DELLINK handler, perhaps older kernel versions behaved differently?
 Martin, could you provide some insight into this?
