[Announce] ANNOUNCE: strongswan-4.1.11 released

Hi,

strongswan-4.1.11 is a minor maintenance release just before we start
to modularize our code with the 4.2.x branch.

Here are the fixes and extensions:

- IKEv2 rekeying in NAT situations did not inherit the NAT conditions
   to the rekeyed IKE_SA so that the UDP encapsulation was lost with
   the next CHILD_SA rekeying. This bug did only occur with the
   setting reauth=no (reauth=yes being the default).

- A wrong type definition of the next_payload variable in id_payload.c
   caused an INVALID_SYNTAX error in the IKEv2 protocol on PowerPC
   platforms.

- Implemented IKEv2 EAP-SIM server and client test modules that use
   triplets stored in the file /etc/ipsec.d/triplets.dat. For details
