[Announce] ANNOUNCE: strongswan-2.8.4 released

Hi,

for those still using strongswan-2.8.x, I am happy to announce the
2.8.4 maintenance release which comprises a couple of bug fixes that
have accumulated over the last couple of months. Especially a linux
header inclusion problem was solved in libfreeswan which prevented
strongSwan to be successfully compiled with linux headers > 2.6.17.
