[strongSwan] VICI commands initiate and terminate

Hello

We're seeing cases were the VICI command "initiate" does not return.

The case so far is if a secure gateway cannot be reached.
We do see the connection trying to start, and messages retransmitting.
But during this time, the VICI "initiate" command does not return.

? what can be done
