[strongSwan] Strongswan Android client could not log in (VPN otherwise working for Win7)

In the software repository for Ubuntu, the latest version is
"4.5.2-1.5ubuntu2" so that is what I had installed. Thinking maybe I
just need the latest version, I went to the strongswan.org website,
downloaded the latest 5.1.1dr3 release, then did a configure, make, and
make install.

Now when I restarted it, the errors have changed slightly:

When it was old version, it said:
Sep 21 18:27:17 barney charon: 04[CFG] constraint requires EAP
authentication, but public key was used

Now it says:
Sep 23 04:12:53 barney charon: 16[CFG] constraint check failed: EAP
identity '%any' required

Otherwise the rest of the log is the same as before. I already have
eap_identity set to "%any" in /etc/ipsec.conf, so this error is kind of
strange.

barney etc # grep eap /etc/ipsec.conf
     rightauth=eap-mschapv2
     eap_identity=%any
