[strongSwan] Seemingly bogus scope id for FreeBSD strongswan 5.0.4

I think this might be caused by the changes in [1], which are present
since 5.0.2.  With that commit the internal struct sockaddr_in[6] of
host_t objects might not be fully initialized when created from strings.

Could you please try if the attached patch fixes the problem?
